The Center for Better Oral Care Accountability (BOCA) is an independent organization of dental providers and non-providers who believe in improving the delivery of dental care while reducing fraud, waste, and abuse. BOCA is not an Accountable Care Organization (also called an ACO or Accountable Care Program) affiliated with Medicare Providers.
Our mission is to provide patients and policy makers with greater transparency in oral care delivery; promote standard quality measures and recommendations for improved outcomes; be an advocate for patients to ensure that standards of care in dentistry are properly established and implemented.
Lack of accountability in the delivery of dental services has lead to substandard patient care, including fraud, waste, and abuse of taxpayer dollars. While
regulators such as state dental boards can get involved to censure and discipline dental providers for unethical conduct or substandard delivery of care, they generally do not get involved institutionally. For example one state Dental Board explicitly states, “The Board only has authority to discipline the professional license of those persons licensed by the Board. The Board does not have the authority to order a licensee to refund fees paid by a complainant or pay restitution or monetary damages to a complainant.”
Our organization believes in holding institutions and policymakers accountable, not just licensed professionals for the delivery of care, by providing transparency and promoting standards of care. Being advocates for patient care we can achieve better outcomes for both patients and tax payers.
